Senior Program Analyst

Summary This position is located in the Office of Nuclear Safety and Incident Response, Program Management, Policy Development and Analysis Staff.
The supervisor is Kimberly Ferrell.
This position is in the Bargaining Unit with the National Treasury Employees Union, Chapter 208.

Duties The successful candidate will perform the full range of Senior Program Analyst duties.
Such duties include but are not limited to:
1.
Providing management with objectively based information, data, and analysis for making data driven decisions on the administrative, financial, and programmatic aspects of office.
2.
Coordinating resolution of policy and programmatic issues as appropriate that affect the office.
3.
Monitoring short- and long-term strategic and programmatic planning, resource forecasting and allocation, and budget execution.
Developing and implementing improvements in handling aspects of day-to-day division operations.
4.
Performing independent studies and analyses to identify and evaluate improvements in efficiency and effectiveness of office resource utilization.
Developing and providing oversight of activities in assigned areas, such as budget execution and resource programming, fee estimates and fee billing, financial performance management and internal controls, program and policy issue resolution to ensure consistent implementation of agency policy.
Supporting and coordinating administrative and financial management planning/spending plans on technical projects and policies and procedures related to acquisition management.
4.
Serving as a liaison with respective corporate offices.
Represents the office at meetings, serves on working groups, etc.

Preparing responses to data calls and memorandum from OEDO, the Commission, ADM, OCFO, and OCHCO related to NSIR resources and programs.
6.
Supporting the development and creation of knowledge management tools and makes themselves available for knowledge transfer.

Qualifications In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-13) in the Federal service or equivalent experience in the private or public sector.
The ideal candidate will be able to demonstrate the following:
1.
Demonstrated knowledge of federal laws, regulations and NRC policies/practices of budget execution and financial management.
2.
Demonstrated evaluative, planning, and analytical processes and techniques (quantitative and qualitative) for measuring the effectiveness, efficiency, and productivity of administrative programs and financial management to meet established goals and objectives.
3.
Demonstrated ability to communicate effectively orally and in writing.
4.
Demonstrated knowledge of leading projects, activities, and tasks and coaching and mentoring of Division staff.
SPECIALIZED EXPERIENCE is defined as:
Experience leading the allocation and execution process of funds control on behalf of an organization, or portion of an organization, as a funds certifying official.
This includes the development of processes, procedures and tools that support these processes and mentoring of staff.
Experience working with organizational leadership to prioritize the distribution of limited funds among many different activities with varying priorities.
Experience of shortfall and excess process within an organization.
This includes but is not limited to the development and execution of these processes to identify shortfalls and excesses, re-allocating funds internally to address needs, and submitting shortfalls to OCFO that could not be addressed through the existing budget.
Experience supporting the organization on visualizations of financial data to assist in data-driven decision making.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
