GS-11 Serving as the principal representative for a well- defined and established program of a moderate complexity.
Provides substantive program consultation, guidance, and assistance and is responsible for carrying out and promoting significant public health program activities in Federal, local, state, and international settings with relative independence.
Plans and administers a comprehensive public health program, including, but not limited to, service delivery, assessment, surveillance, quality assurance, partnerships and collaborations, outreach, orientation, training, reporting, and program implementation and evaluation.
Collects and analyzes data to address highly complex program needs.
Develops and/or recommends program intervention, prevention, and/or control strategies.
Prepares reports for use in evaluating program operations and the other work incidental to the development of information gathering system.
GS-12 Independently, or as part of a team, carries out public health projects and/or programs.
Designs, develops, implements, manages, and evaluates all aspects of a complex, politically sensitive, or developmental special project or program within an assigned area.
Provides high level advisory services to agencies and organizations in developing, extending, and/or improving health care systems, public health strategies, communications and services.
Analyzes existing or proposed activities.
Identifies needs for improvement and methods and resources required to accomplish improvements.
Provides comprehensive technical and administrative advice and assistance to an assigned domestic or international project or program.
Resolves difficult management and administrative problems that prevent effective program application.
GS-13 Plans, develops, and implements public health programs in collaboration with local, state, other Federal and/or international governments and various public, non-profit, and private and health-related organizations.
Establishes systematic methods for program execution and advocacy that includes the identification of objectives, evaluation criteria, and legal and regulatory compliance requirements.
Works to develop public health messages with subject matter experts and develops messages into appropriate end-products for communicating public health information to target audiences.
Coordinates the development of information and education materials on product problems such as press releases, talking papers, and fact sheets to alert public or lay users about specific problems; papers for presentation at conferences or meetings of professional organizations.
Analyzes existing or proposed systems, strategies, services, or other health-related matters; identifies needs for improvement and the methods and resources to accomplish such improvements; develops, implements, and monitors performance evaluation and tracking systems; evaluates and analyzes data collection and utilization methods and quality control; provides leadership in developing and implementing program plans and data sets consistent with funding requirements and national initiatives; leads and/or participates in operational or planning meetings, public briefings, or other formal and informal settings to publicize program and/or gain support and cooperation; assists with developing strategies for program promotion, education, communication, and outreach; independently, or in collaboration with others, prepares and/or assists with preparing contracts, agreements, proposals, etc.

Knowledge of the behavioral health program implications to provide substantive advice and assistance in carrying out significant program activities.
Provides substantive program consultation, guidance, and assistance; responsible for carrying out and promoting significant behavioral health program activities in Federal, local, state, and international settings.
