REGULATIONS SPECIALIST

Implements the agency's program for reviewing and publishing agency rulemaking documents that amend the U.S. Nuclear Regulatory Commission's (NRC) regulations. Duties include, but are not limited to, supporting or executing all aspects of rulemaking support program operations:
document preparation, review, editing and publication; project planning; tracking and reporting; communications and training; and contract administration. Assists NRC personnel in preparing amendments to NRC regulations to ensure compliance with applicable statutes, Executive Orders, and other regulations and to ensure clarity in organization and style. Assists in the preparation of amendments to NRC rules for Commission or Executive Director for Operations (EDO) approval, as well as other documents for publication in the Federal Register. Assists in the development of and communicates administrative procedures for the review, approval and publication of Federal Register notices. Advises staff on methods for drafting Federal Register rulemaking documents, policy statements, and notices to comply with accepted standards for clear, concise, and correct use of the English language. Assists with document processing in ADAMS. Provides support for public meetings, including developing meeting materials and coordinating logistical arrangements. In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE is defined as:
Knowledge of all phases of the NRC's rulemaking program, including pertinent regulations, policies, and internal procedures for drafting and promulgating rules. Knowledge of the applicable SECY, EDO, OGC, ADM, and NMSS guidance, such as MD 6.3, The Rulemaking Process, and NMSS Policy and Procedures 6-10, NMSS Procedures for Preparation and Review of Rulemaking Packages, and the format and content of rulemaking document templates. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
