DUTIES:
This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives. MAJOR DUTIES:
As the Director of the Office on Women's Health, you are responsible for a broad range of supervisory duties for a staff of health professionals, technical and administrative specialists. Your major duties and responsibilities include:
Providing leadership and guidance in the formulation and implementation of HRSA policy, development of strategic goals and HRSA's women's health-related initiatives to increase the scope and support of research on women's health. Collecting data and preparing ad-hoc and recurring reports, and planning and briefing documents on ongoing women's health activities and accomplishments with appropriate attention to socioeconomic and epidemiological conditions that impact women's health efforts across HRSA, within HHS, and externally. Representing HRSA on women's health issues, including establishing and maintaining cooperative relationships with senior officials in Federal agencies, State and local government agencies, and, public and private organizations interested regarding women's health services. Consulting with authorities in the field of women's health services to identify policy and program gaps to define needs that are not being adequately addressed. Briefing the Administrator on important developments in the areas of women's health, and preparing position papers and other materials used in meetings and discussions with top-level HHS officials. Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:
Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. Knowledge of a specialized public health program. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. In order to qualify for position at the GS-15 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basic:
Developing, and facilitating partnerships with internal and external stakeholders to advance women's health issues; designing, implementing,, and evaluating projects that address women's health needs of under-served communities; and, establishing specific, measurable, and actionable objectives to advance programmatic, and policy goals that promote women's health across a range of an organization's programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Your qualifications will be evaluated on the following competencies:
WOMEN'S HEALTH PROGRAMS AND POLICY ANALYSIS - Analyzes, interprets and explains the health impacts of programs, policies, proposals, and legislation specific to women's health to address emerging health care issues, barriers to care, and capacity building in women's health services. STRATEGIC PLANNING - Supports organizational goals and objectives in accordance with strategic and/or operations plans. DATA GATHERING AND ANALYSIS - Seeks or collects and synthesizes information from a variety of stakeholders and sources in an objective, unbiased manner to reach a conclusion, goal, or judgment, and to enable strategic and leadership decision making. COLLABORATION - Works cooperatively with others, inside and outside the organization, to accomplish objectives to build and maintain mutually beneficial partnerships, leverage information, and achieve results.
