MAJOR DUTIES:
As a HRSA Public Health Analyst at the GS-12 and GS-13 levels, you implement public health programs by providing support to national, state, and/or local agencies and organizations in the development, extension, and improvement of their public health care systems and services. Your duties and responsibilities include:
Providing leadership to agencies and organizations in the development, extension, and improvement of their health care systems, strategies, and services. Analyzing and evaluating the effectiveness of program operations, including, but not limited to:
researching information, generating reports, compiling data, designing limited studies, conducting surveys, and coordinating public health activities. Planning, implementing, monitoring and evaluating content or projected public health programs to assess their success in achieving objectives for various initiatives. Reviewing legislation in order to develop strategies and approaches for implementing programs, and prepares issue and policy papers; analyzing established public health policy and recommending related areas for improvement. Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:
Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. Knowledge of a specialized public health program. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. In addition to the above competencies, in order to qualify for these positions, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to the grade levels listed below in the federal service. Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. GS-12:
Your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of qualifying specialized experience equal to the GS-11 level include performing the following types of tasks on a regular and recurring basis:
Assisting senior staff in site visits to gather information on program effectiveness and compliance with state and local public health policies, regulations, and legislative requirements, including providing draft reports of findings; compiling qualitative and/or quantitative public health program data and providing summaries for use by senior management in decision making; and, providing technical assistance and guidance to internal and external stakeholders at the State and local level on public health policies, procedures and regulations. GS-13:
Your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying specialized experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis:
Independently conducting site visits to collect and interpret quantitative and/or qualitative information on program effectiveness and compliance with state and local public health policies, regulations, and legislative requirements, including providing reports on potential issues, deficiencies, etc. and identifying the corrective actions required; establishing public health program standards, strategies, and evaluation plans to meet the established program objectives and goals; and, leading work groups, focus group, learning sessions, etc. for stakeholders at a state and local level to facilitate the promotion and enhancement of public health programs to under-served populations. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
