This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives. MAJOR DUTIES:
As a Public Health Analyst, you provide board and complex consultation, guidance and leadership to HRSA and to national, state and/or local government agencies, universities, health-related organizations, private and public foundations, etc., in the development, extension, and improvement of the sickle cell disease and thalassemia programs, systems, strategies and/or services. Your major duties and responsibilities include:
Providing advice, analysis and consultation on critical problems in sickle cell disease and thalassemia service delivery that requires innovative or novel approaches. Reviewing and analyzing relevant findings and policies at the Federal, state and local levels to determine their influence on improving access to services for individuals with sickle cell disease and thalassemia; improving and expanding patient and provider education; and, improving and expanding the continuity and coordination of service delivery for individuals with sickle cell disease, or who are carriers of the sickle cell gene mutation, or who are affected with thalassemia. Interpreting and analyzing health statistics and studies, the investigation of causes, control and prevention of illness, and/or planning and direction of projects concerned with the distribution and disparities of care for sickle cell disease and thalassemia. Evaluating the data collection, quality control, and/or data utilization methods used to study sickle cell disease and thalassemia and developing methods to improve the quality of data collected. Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:
Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. Knowledge of a specialized public health program. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. SPECIALIZED EXPERIENCE
Qualifications:
In order to qualify for this GS-14 position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:
Planning, directing, coordinating, and monitoring projects and studies that provide useful knowledge and data towards improving access to quality healthcare and services for individuals living with sickle cell disease or thalassemia; providing leadership in planning, directing, coordinating, monitoring and evaluating programs that focus on health care delivery services for persons living with sickle cell disease or thalassemia; and, applying a wide range of qualitative and quantitative methods for the design, collection, analysis and interpretation of public health program outcome data to provide recommendations and strategies to improve or enhance health care delivery services for individuals living with sickle cell disease or thalassemia. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. SICKLE CELL DISEASE/THALASSEMIA - Expert knowledge of advances in the treatment and management of individuals living with sickle cell disease or thalassemia in order to provide advice and assistance to organizations in improving and expanding of public health policies and primary care delivery systems for those individuals. HEALTH PROGRAMS AND POLICY ANALYSIS - Analyzes, interprets and explains the health impacts of programs, policies, proposals, and legislation. DATA GATHERING AND ANALYSIS - Seeks or collects and synthesizes information from a variety of stakeholders and sources in an objective, unbiased manner to reach a conclusion, goal, or judgement and to enable strategic decision-making.
