Administrative Officer

Oversight, planning, and implementation of the OHR budget to include developing justifications for budget increases, recommendation for resource allocations/reallocations, and resource priorities. Advises OHR management on budgetary matter such as status of funds, acquisition plans, account shortfall, and regulatory compliance. Administers the OHR travel programs to include creation and maintenance of travel budgetary reports, advises on status of funds, and interprets travel regulations to address the needs of OHR staff. Leads procurement planning and execution of all contract related activities for the OHR. Responsible for developing and achieving yearly procurement goals and objectives. Acquires and manages contracts for services to include human resources management services, recruitment and marketing materials, development of Inter-Agency Agreement, and associated statements of work. Oversees purchase card transactions, provides education and training to OHR staff related to procurement, develops a system for safeguarding OHR procurement materials, and assists with conducting and ensuring audits to maintain compliance. Serves as OHR project manager overseeing the initiation, coordination, and completion of major OHR projects related to pay and funding. Manages information and data request to address the needs of IHS Offices, HHS, Congress, GAO, OPM, and others. Qualifications:
To be eligible at the GS-14 grade level, your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:

Experience:
Developing, monitoring, and executing budgets with multiple funding sources. Experience in the Federal acquisition process and in the development and oversight of multi-year contracts and procurement activities. Experience in developing/writing administrative policies and procedures, and monitoring audits and evaluation activities. Experience serving as a project manager overseeing a range of Human Resources activities to include reviewing legislative inquiries, HHS/OPM/OIG/GAO audits, and providing formal written responses for such activities. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements:
Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
