Management Analyst

Provides leadership in exploring alternatives and determining areas for improvement in all areas of Labor and Employee Relations (e.g., work methods, processes, procedures, etc.). Coaches staff in the selection and application of appropriate problem solving methods and techniques, provides advice on work methods, practices and procedures, and assists the team and/or individual members in identifying the parameters of a viable solution. Develops long-range program plans, goals, objectives, and milestones for evaluating and measuring the effectiveness of major agency programs. Takes into account factors such as cost effectiveness, attainment of program goals and objectives, and compliance with legal and regulatory guidelines. Works with senior managers to ensure their participation in quality related projects. Trains managers and supervisors, researches analytical techniques, and searches for relevant literature, including but not limited to developing responses to ad hoc requests that are received within the agency; represents the agency on SAMHSA, HHS, and other workgroups. Studies regulations, standard procedures and guides originating from SAMHSA, HHS, Office of Personnel Management (OPM), Merit Systems Protection Board (MSPB), Equal Employment Opportunity Commission (EEOC), Department of Labor (DOL), and other relevant authorities to determine applicable requirements and best methods or techniques to be practiced in theme areas. Initiates and drafts policies, instructions, standards procedures and guides for supervisors and employee use. Minimum Qualification Requirement:
Have at least one year of specialized experience, equivalent to the GS-13 grade level in the Federal service that includes conducting program studies to assess and measure the effectiveness of agency programs or the improvement of management processes and systems; providing advisory services to managers regarding day-to-day employee relations matters, as well as specifics for adverse action cases; and reviewing new or proposed employee relations policies, procedures, and guidelines. Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
