Director, Office of Management Services

This position is located at Indian Health Service (IHS) Headquarters, Rockville, Maryland. This position serves as the Director, Office of Management Services (OMS). The OMS provides advice and support to the Director and IHS managers on administrative and management regulations, policies, and procedures and provides IHS-wide leadership, guidance, and support in the management of grants, acquisitions and records management, building management, emergency preparedness and homeland security, personal property and supply management, forms management, and the regulations program. Directs the IHS' overall regulation program and responsibilities, including determining the need for and developing plans for changes in regulations, developing or assuring the development of needed regulations, and maintaining the various regulatory planning processes. Provides leadership and advocacy of the IHS mission and goals with the Department, Administration, Congress, and other external authorities. Oversees the preparation of agency reports and studies on IHS management service activities in response to Congress, OMB, GAO, OPM, other Departmental and federal agencies, tribal governments and IHS management. The Director accomplishes these activities through supervision of subordinate Divisions and Staffs. All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. Professional/Technical Qualifications (PTQs):
This position also requires that you possess PTQs that represent knowledge, skills, and abilities essential for success in this role. The following PTQs must be clearly evident in your resume. Expert knowledge of legislation, regulations, and policy relating to the provision of health care to American Indians and Alaska Natives (e.g., Indian Health Care Improvement Act, Indian Self-Determination and Education Assistance Act, etc.) and knowledge of federal health care policy and delivery systems, including the Indian Health Service system (federal, tribal, and urban). Progressive experience in senior management position which included managing multiple organizational units (division level or higher).Demonstrated substantial experience formulating policies, goals, objectives and operational strategies; in decision making for programs, dealing with emerging problems and in resource allocation. Demonstrated substantial experience guiding office directors to achieve excellence in program operations while providing support to other organizational levels, such as Area Offices, satellite programs, health care facilities, etc. Demonstrated experience in reviewing and evaluating administrative programs to provide continuous surveillance and improvement for resource utilization and developing and utilizing controls against fraud, waste and abuse. Demonstrated experience representing the senior executive of a large organization to Tribes, the Congress, the Administration, and other health agencies.

Estimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
